Update Wordpress Themes to ensure visual distinction between block headings and buttons

Some users are confusing block headers, e.g. USQ's http://course.oeru.org/rrap101/ (the 3 column block headers for registration, orientation, and study), with buttons that they're meant to push, which are visually similar (at the bottoms of each column block).

Suggest a) headers and buttons be different colours, b) and different shapes (perhaps rounded for buttons, sharp square corners for headers), c) dynamic behaviour, e.g. rollover for buttons, none for headers, and d) possibly additional visual differentiation, e.g. drop shadow for buttons, suggesting they can be "pushed", to avoid any chance of visual confusion.
