WEnotes plugin for WordPress

This is a very quick rendering of
[WikiEducator Widget:WEnotes](http://WikiEducator.org/Widget:WEnotes)
as a WordPress plugin. It adds a single shortcode with the same two
(optional) arguments as the widget.
